Town of Liberty Begins Citizen Education Project The Town of Liberty is a pilot community in the Citizen Education Program of Maine Municipal Association (MMA) for 2009.  This program, initiated by the MMA Executive Committee in 2008, has the goal of “enhancing citizens’ understanding of, participation in, and appreciation for, local government” in Maine. Liberty is one of five communities selected statewide to “pilot test” the program.  This project has the goal of providing more volunteer opportunities and improving volunteer coordination in the town.  Please contact the Liberty Town Office if you would like to participate  or edit the attached listing.

The Electricity Lifeline Program (ELP) offers qualified low-income customers a credit on their electricity bill. This credit is based on household income and estimated electricity usage

 

Electricity Lifeline Program

The Electricity Lifeline Program (ELP) offers qualified low-income customers a credit on their electricity bill. This credit is based on household income and estimated electricity usage.

 

 

Who qualifies for ELP?

You may qualify if you are a CMP customer, eligible for the Home Energy Assistance Program (HEAP) and DO NOT live in subsidized housing. If renting, you must pay

a separate electric bill.

Where do I apply?

To apply for ELP, call your local Community Action Program (CAP) agency and schedule an appointment

between October 1st and April 30th.

Do I need to reapply for ELP every year?

Yes, you need to reapply for ELP every year and you can apply for

ELP when you apply for HEAP.

Who will determine

if I am eligible?

The CAP agency will make that decision.

What happens if I do not qualify for ELP?

You will receive a letter from your local CAP agency telling you that you do not qualify. They will also give you the reason why.
